Delta Group – Scenario 4 COVID-19 Scenario – Your community in Liberty County has prepared for months to respond to a high-risk infectious disease outbreak. You work in the Countys Public Health Department which includes the regional healthcare coalition. St. Dorothys Hospital (Appendix H2.2.18) reported that suspected cases of COVID-19 that were admitted through the emergency department 2 weeks earlier has now been confirmed positive and more suspected cases have been presenting daily. Public Health officials have advised all Liberty County hospitals and primary care offices to expect cases. Patients spanned the economic spectrum and workforce of the county. People with suspected and/or confirmed cases who are not sick enough to require hospitalization will require isolation and/or quarantine for at least 2 weeks. However, many residents are not able to isolate or quarantine at home and they and their families may need support during the isolation and quarantine. Ongoing testing will be necessary to determine who has the virus and when the virus has cleared from a persons system and they can be released from isolation and quarantine. The outbreak will likely last three months or longer. Take into consideration appropriate core capabilities and emergency support functions. Begin with a seminar among key healthcare and public health officials. Your seminar could segue into your TTX by assembling an EOC in anticipation of the outbreak. Build up to a tabletop exercise. Think in terms of your public heath role/healthcare coalition in the Liberty County EOC. Remember that you represent all healthcare entities within Public Health. Make sure to address all healthcare aspects in your exercises.
